Can a collection agency sue someone on a medical bill?

A collector called me today because of a medical bill on my son. I tried to tell them how much I was able to have them take out and they said they couldn't accept that amount. The collector then told me that he would make note of the refusal to pay and would recommend that we be taking to court over this.
