What's the point of the "message" guy in Don't Be a Menace to South Central?

For all of you have seen the movie--what's up with the guy who randomly pops in and says, "message"--I know he's another one of the Wayans brothers, but what's the point of that? He always pops in when Ashtray talks about black people or growing up in the hood...is it supposed to mean something or is it just random?
